Palladium is seeking a Partnerships Manager to help a confidential client implement a fund aimed at catalyzing positive social, economic and environmental impact at a regional level in Anosy, Madagascar. The Partnerships Manager will work with a local team, subcontractors and Palladium Home Office to identify, select, and initiate projects that partner with private and public partners to achieve social, economic and environmental impacts. Projects may include initiatives in collaboration with agricultural exporters to improve smallholder productivity, projects with local NGOs and private sector employers to train youth in skills and connect them to in-demand jobs and/or projects that incentivize reforestation through the adoption of agroforestry models. The financing facility will identify partners, structure partnerships, design projects, launch pilots, monitor results and then scale successful pilots to community and regional level programs. Projects will be supported with technical assistance (expert inputs/advisory, evaluation, connection to external funds) and funding in the form of grants. In the first phase (18 months) of operation, the Facility will focus on piloting small-scale projects, co-created with private and public sector partners to learn and then scale results with proven partners, communities and models. The second phase (24-36 months) will focus on scaling proven models and curating a pipeline of additional projects that can be co-created, piloted and then scaled.



The Grants & Partnerships Manager will be the primary contact for partnerships identification, coordination and management. This individual will be responsible identifying public and private sector partners, assisting the Facility Director to secure their collaboration in the Activity and coordinating the day-to-day work with partners to ensure Activity success. The position requires significant coordination skills, broad general and technical knowledge related to regional economic development, an ability to cope with multiple interests and challenges, experience in developing countries, and skills to ensure coherence and consistency in the face of urgent deadlines.

The Grants & Partnerships Manager will be responsible for the following:

Primary identification, coordination, management and support to assigned inclusive growth partnerships.

Liaise with identified partners to ensure agreement on objectives for the partnership and alignment with Activity objectives

Support designing, preparing, and negotiating partner strategies with internal staff and potential partners

Ensure success of assigned strategic partnerships

Coordinate support functions for strategic partners, including from Activity team members, subcontractors, grantees, and other actors.

Proactively orient partners to achieve core Activity objectives to the greatest possible extent.

Facilitate and coordinate technical design of innovative grant, partnership and subcontracting approaches to meet the technical strategies of the Activity.

Develop strategies to prioritize partnership-supported activities that are locally led and generate benefits for marginalized communities, including indigenous populations, women, youth, and persons with disabilities.

Prepare, organize, and maintain partnership records and files documenting awards, modifications, performance, and compliance 



Key Competencies Required:



Degree in Business, Finance, Economics, or relevant field. 

Demonstrated experience working to identify and broker strategic partnerships across sectors with multilaterals, bi-laterals, private and non-profit sectors.

Experience working with and negotiating agreements between multi-sector stakeholders including the private sector, non-profit sector, civil society, the international aid and development sector, and government.

Ability to effectively interact and manage relationships across a range of cultures and organizational levels.

Well organized, able to work independently, skilled in handling multiple tasks, able to adhere to deadlines.

Strong leadership, communication, and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team.

Experience supporting smallholder farmers, youth, women in livelihood improvement programs.

Experience working with or for extractive industries is a plus.

Experience working in programs that involve grants management is a plus.

Experience living and/or working in Southern Madagascar (Anosy region) is a plus.

Fluency in French and English required; fluency in Malagasy is a plus.
